How to enable GestureRecognizer on ScrollView

In Swift it is apparently necessary to do the following

scrollView.panGestureRecognizer.allowedTouchTypes = [NSNumber(value:UITouchType.indirect.rawValue)]

to enable scrolling with a gesture. Does anyone know how to accomplish this in SwiftUI? Does anyone know why this behavior is not the default? Thanks
