How can I apply animation to a border?

I recently downloaded Amino and love their animated profile picture frames. But I can't find any guide or tutorial on how to make this myself in a swift or swiftUI app. I was hopping someone with more experince could please point me in the right direction? The closest I've found online is applying a graident layer to a border frame, but that's not what I'm looking for. Thank you for you time!
