Notification based on saved data

Hi all,

in my app I am saving some data (locally) containing a date; this date is in the future; my app should look at this date every morning at 7AM and sends a local notification if this date is 7 days in the future (or less), not if more.

Which is the best way to achieve this? Is it necessary a background task? What happens if the phone is restarted?
