You mean creating your UI in UIKit progammatically and not in a storyboard? Not that I'm aware of. But with SwiftUI all is done programmatically. There is no storyboard in SwiftUI. So for SwiftUI the answer is yes. A very good course for creating a UI programmatically is the one of Sean Allen. You can google it "Take home project". But it's not for absolute beginners. You should have a basic understanding of the Swift language.
