"Basic" module in macOS command line app?

In the February 11th 2020 article "Apple's SPMUtility library will power up command-line apps", three imports are added to main.swift: Foundation, Basic and SMPUtility.

When I attempt to "code along", my Xcode (13.4.1) complains "no such modiule 'Basic'". In all my time coding with Swift, I have not encountered this module. What is the "Basic" module, do I need it, and if so, where can I find it?
