iPad series 9

I am trying to use my iPad series 9 to run my apps on, it used to work OK but now I am getting this message

"Failed to prepare the device for development."

The iPad is on IOS 15.7 (16 is not yet available for iPad).

The simulator for the iPad is on IOS 16, and my code runs fine on that.

Is the deployment target for your app set below 16?

It was set for 15.1, however after rebooting the Mac, it all worked fine.
