SOLVED: Day 58 Syncing SwiftData with CloudKit: iCloud Capability not available in Xcode

Before I beat my head in the wall searching online, I'm just wondering if anyone knows if the iCloud capability is only available to paid apple developer subscribers. I have a personal developer account right now and I've signed into it in Xcode.
